A history of financial problems is a common reason to deny or revoke a service member’s security clearance. This webinar will provide an overview of the Continuous Evaluation process (CE) and the Department of Defense (DoD) Consolidated Adjudications Facility’s (CAF) adjudicative process.
This webinar will provide details on how CE contributes to ongoing and real-time review of an individual’s background to determine whether that individual continues to uphold requirements for cleared personnel, ensuring that the DoD has a trusted workforce.
DCSA’s Vetting Risk Operations Center (VROC) is growing as the department and continues to enroll more cleared individuals into Continuous Evaluation (CE). The VROC currently oversees CE across the entire Department of Defense (DoD), as well as personnel security within the National Industrial Security Program. The VROC acts as the central nervous system for the security clearance process, where they leverage automated records checks to assist in the ongoing assessment of an individual’s continued eligibility.

Megan Clapp currently serves as the Trusted Workforce (TW) liaison for Vetting Risk Operations Center (VROC). She ensures key communication and coordination to guarantee reportable adverse information found through the Continuous Evaluation (CE)/Continuous Vetting (CV) Program is executed with a risk management approach and mitigated with the intention of possessing a trusted workforce.
Megan began her Security Career in 2013 serving as a performer and coordinator for the Army, Border Control, and FBI Special Weapons and Tactics (SWAT) teams in their simulations and virtual training, where military & security personnel focus on cognitive learning. In 2018, Megan became a part of the VROC team, assisting with the personnel vetting mission as a Continuous Evaluation analyst and security specialist. From 2018 to 2020, Megan served as the Continuous Evaluation liaison to Industry, the DOD CAF, Army, Navy, Air Force, United States Marine Corps, Fourth Estate, WHS, DITMAC, insider threat organizations within the security components. Now, she serves as Service liaison for Defense Counterintelligence and Security Agency’s (DCSA’s) TW 1.25 Service for Federal Departments and Agencies.
Bonny Boltz, Branch Chief of the Department of Defense Consolidated Adjudications Facility (DoD CAF)
Bonny Boltz is a Personnel Security Specialist Branch Chief at the Department of Defense (DOD) Consolidated Adjudications Facility (CAF) where she leads a branch of adjudicators responsible for determining security clearance eligibility of DOD personnel occupying sensitive positions or requiring access to classified material. As a seasoned professional with more than 22 years of personnel security experience, Bonny has a thorough knowledge of government security clearance processes and is an expert at analyzing all available, reliable information about a person to reach an eligibility determination that is clearly consistent with the interests of the United States. Bonny was an active participant in the creation of the Adjudicator Professional Certification accredited by the National Commission for Certifying Agencies (NCCA) in 2018 and obtained both her APC and Due Process APC. Outside of work, Bonny is active in the community serving as Children’s Ministry Director for her local church, President of Sigma Beta Delta Honor Society, Vice President of Society for Human Resource Management, and Board Member of the Alumni Advisory Council for the American Public University. Bonny holds a Bachelor of Arts Degree in Management with Honors from the American Military University.
