@Brad Gaolach the way our grant is written entities that are not eligible for the opportunity can't be subawardees, but we are hoping that universities may have stakeholders and partners that may be interested.

Due Date: Apr 9, 11:59 pm ET
Funding: 75,000-350,000; must be 36 months in duration with start date of Sep 30, 2023 (they must mean 2024)
Eligibility: Eligibility for this opportunity is limited to the following entity types:

City or township governments
County governments
Independent school districts
Native American tribal governments (Federally recognized)
Native American tribal organizations (other than Federally recognized tribal governments)
Nonprofits having a 501(c)(3) status with the IRS (other than institutions of higher education)
Nonprofits that do not have a 501(c)(3) status with the IRS (other than institutions of higher education)
Public housing authorities/Indian housing authorities
Special district governments

NOTE that it appears public universities can NOT be directly funded by this program but I am sure they can be a sub-awardee.
