Military Consumer Protection Awareness

The 90 minute webinar will cover the Military Lending Act (MLA), which was enacted in 2006 and implemented by the Department of Defense (DoD), and protects active duty members of the military, their spouses, and their dependents from certain lending practices. These practices could pose risks for service members and their families, and could pose a threat to military readiness and affect service member retention. This webinar will also provide a general overview of the Servicemember Civil Relief Act, particularly its consumer protections, including the ability to: get reduced interest rates on certain loans; to postpone foreclosure, eviction and repossession; and to terminate a phone contract or auto/residential lease.

Speakers

Andrew Cohen, Director, Office of Financial Readiness at Office of the Deputy Assistant Secretary of Defense for Force Education and Training. Mr. Cohen began his career in the Federal Civil Service in July 2017 as a senior program analyst. As Director, he leads the Financial Readiness team in the planning, direction, control, and coordination of policies and programs to meet the financial literacy and preparedness needs of Service members and their families. Key programs in the Financial Readiness portfolio include financial literacy training, the Personal Financial Management and Counselor programs, the Military Lending Act, continued education of the force regarding the new Blended Retirement System, and assessing the financial literacy/preparedness of the force.

Carol Kando-Pineda is Counsel in the Federal Trade Commission’s Division of Consumer and Business Education where she leads teams to create and distribute free online articles, social media content, print publications, and videos to help people spot scams and manage their money. She heads up the Military Consumer initiative as well as outreach to consumers through public libraries. Carol began her FTC career as a staff attorney bringing false advertising cases; she then became the agency’s Legislative Counsel, serving for several years as a liaison between the FTC and Congress. In 2014, she worked on consumer issues while on temporary assignment to the U.S. House of Representatives’ Committee on Energy and Commerce. She earned her A.B. from Harvard College and her J.D. from Suffolk University School of Law.
