USDA/FAS Spotlight on Mexico

Welcome to our next event in the FAS Spotlight series!  The event will take place on Wednesday February 23rd, 3pm – 4:30pm EST.  This particular Spotlight will be a bit unique.  The Spotlight on Mexico will zoom in on the regulatory space U.S. exporters encounter when working with Mexico with the intent to demystify the Mexico regulatory and standards situation.

“NOM NOM NOM,” said Cookie Monster. Except in Mexico, it’s the NOMs that stand in the way of the cookies.

During January – November 2021, U.S.-Mexico bilateral agricultural trade culminated at a record $57.8 billion, demonstrating the highly integrated and complimentary nature of both countries' food and agricultural supply chains. But the path to successful outcomes is not always smooth, nor is it clear. In the fall of 2020, Mexico implemented Norma Oficial Mexicana (NOM, we say) 051, which blocked more than $6 million in U.S. products at the border during its first week of implementation and stood to affect 10 percent of that whopping aforementioned record trade. Even though Mexico is one of the United States’ largest export markets for agricultural and food products, new NOMs continue to threaten future successes, and so we ask: What’s in a NOM? Why is it so important that we understand them, and what does it mean for agricultural trade if we get it wrong?
