The Red River of the North has exceeded the eighteen foot flood stage in twenty of the last twenty one years. Since 2000 the Red River has reached the thirty foot major flood stage eight times. Consequently the City leaders and residents of the City of Fargo have become accomplished flood fighters. How has the community stayed successful with repetitive efforts?
